D. Gagne opened the meeting at the Hollis Library at 6:40 p.m.
Approval of the minutes of the September, 2007 meeting were postponed due to the fact that only one Trustee was eligible to vote.
Old Business:
The budget that was proposed in September was reviewed, discussed and changed slightly; the revised budget was unanimously approved, and will be sent to the Board of Selectmen for their consideration. D. Gagne and any other available Trustees will defend the proposed budget on October 29, 2007.
Purcell request: the Trustees discussed a letter written by Mr. Purcell, who wishes to have an upright monument erected on a 2-grave lot he intends to purchase in East Cemetery. (See previous minutes for more background.) After determining that his most recent request does not violate Cemetery Rules and Regulations as to the placement of the markers, it was granted unanimously, conditional upon the purchase of the lot.
New Business:
It was noted that Kim had mailed out reduced-size copies of all of the cemeteries in town, which will be very helpful.
D. Gagne raised the issue of the Perpetual Care trust funds. At present, only sixty-five dollars from the sale of each lot is deposited into the Perpetual Care account, and this amount has not changed in several years, while the cost of lots has increased. D. Gagne suggested that an analysis of annual maintenance costs at East Cemetery be carried out, on a per lot basis if possible, to determine what changes if any need to be made to the fee charged for Perpetual Care, in order to adequately provide for future maintenance costs. S. Fisher agreed to conduct the analysis, and will contact Kim for data. D. Gagne also suggested that the Trustees adopt a policy which fixes the Perpetual Care portion of a lot’s cost as a percentage rather than a flat fee, so that future increases in what is charged for a lot will also result in proportional increases in Perpetual Care charges.
Sharon Howe had contacted the Trustees to inform us that the Chase stone has apparently been pushed over at Pine Hill Cemetery; D. Gagne offered to check it out.
It was agreed that the Hollis Police detail for Halloween 2007 take place over 4 nights: the Friday, Saturday and Sunday prior to Halloween, as well as Halloween night (Wednesday, Oct. 31st.) Chief Ux informed us that our budget of $750.00 will allow a total of 16 duty hours, or 4 nights at 4 hours each.
