Minutes January 19, 2006
Attendees: Chris Buzzy – Chairman, Doug Gagne, Joe Oliver, Jeff Snow and Nancy Bell
The meeting was held in the Lower Town Hall and was called to order at 6:30 pm.
Minutes
Jeff moved to approve the minutes of November 17, 2005 as submitted. Joe seconded and the motion carried unanimously. Chris Buzzy and Nancy Bell abstained.
Old Business
Jeff informed the Trustees that Medlyn Monument had finished working on the broken stones in the South Cemetery. Chris was very impressed with the quality of Dick Medlyn’s workmanship Chris felt the cemetery looked great.
Jeff finished fixing all of the stones at the Pine Hill Cemetery except for one.
Chris informed the Trustees that the Cemetery budget had made it through the second round of cuts and was still intact.
Jeff fixed the stone on Mrs. Patch’s lot. The family was informed.
Jeff stated that he replied to an e-mail regarding entering the cemetery at night, by simply stating that the Hollis Cemeteries were closed at night.
The Trustees discussed many different options for the use of the tree lot section in the East Cemetery. The Trustees decided that Doug would design this section so that there would be designated locations within the section where certain trees could and could not be planted. The space for the trees to be planted. was approximately 280 feet. Doug agreed to pick up a copy of this section at town hall and have a rough draft to discuss at the next meeting.
New Business
Nancy visited the North Cemetery and a good amount of the grass grew back. Doug also stopped by and thought that it looked as though only the isles had been seeded. He thought it was an improvement but was not sure if the grass would last. Doug felt that the seeding was done to late and with the excessive rain that the grass roots were not deep. Doug suggested in the future having much more specific instruction for contractors.
Nancy spoke to a member of the garden club who loved the way the Churchyard Cemetery looked after the trees and brush were removed. Nancy was asked if the trustees could try to keep the new wall that would be installed under 3-4 feet. Nancy agreed that it looked great and the wall should be low.
Doug was concerned about getting rid of the stumps at Churchyard Cemetery. The plan was to have the company who built the wall also remove the stumps, so if the financing for the wall failed what would happen to the stumps. Doug felt the stumps needed to be removed this year. Doug suggested getting bids for the wall regardless of the funding situation. He felt the bid could just include "pending town approval for financing". The Trustees unanimously agreed and Doug agreed to work on the write up. Doug spoke to John Bremmer who showed real interest in building the wall.
Doug reminded the Trustees that Historic District Approval (HDC) was still needed for the wall’s design. Doug summarized that the HDC wanted a single stack wall to be constructed of old stones, no larger than four feet, similar to the wall of abutting properties. The trustees discussed different locations in town where they might be able to obtain old stones for the construction of the wall
Chris offered to take photos of different walls so that the Trustees could attach them to the bid requests. This would give contractors a good idea of what the Trustees were looking for. The photos could also be submitted to the HDC for their approval of the design of the wall. Doug offered to place the invitation for bids in the NH Market Bulletin.
Chris asked Kim to bring the SOW (Statement of Work) to the next meeting so that the Trustees could review it. The Trustees intended to make changes to the scope of work in several of the cemeteries. Kim reminded the Trustees that we always have the deadline date for maintenance bids by early April.
Doug submitted the proposed changes to the rules and regulations. Under Section VI. Markers and Monuments a number six would be added
6. Artificial illumination within grave lots, including (but not limited to) the use of perpetual or eternal lamps and candles, is not allowed.
Joe moved and Nancy seconded to add number six to the rules and regulations. The motion was unanimously approved.
Chris submitted the 2005 annual report submission for the town report.
Interments (January)
Next Meeting will be held February 16, 2006 at 6:30 PM in the Lower Town Hall.
Jeff moved and Chris seconded to adjourn. The motion carried unanimously.
